Exciting opportunity for environmental specialist with a good understanding of Air Quality and Transport law and guidance. You should be highly versatile and able to work to tight deadlines. Experience of working in a local government environment would be highly beneficial

You will be working under the guidance of the Environmental Quality Manager to deliver and maintain projects to facilitate the assessment and improvement of air quality in relation to the Greater Cambridge City Deal. Projects need to be delivered within time, quality and budget and will include; delivering a ‘Clean Air Zone’ feasibility and implementation plan for Cambridge, establishing and consolidating baseline air quality data for Cambridge and to establish likely impacts of City Deal funded transport interventions on local air quality.

MAIN ROLES & RESPONSIBILITIES:
• To proactively collate and consolidate existing air quality modelling, monitoring and traffic data to establish definitive baseline air quality conditions in Cambridge.

• To use the available budget to commission and interpret air quality modelling works to cover any omissions / gaps in the existing body of data.

• To scope, and implement the production of a comprehensive feasibility study and implementation plan for the establishment of an appropriate ‘Clean Air Zone’ for Cambridge following latest Central Government guidance.

• Using available guidance, to establish a written procedure for the assessment of the impact of proposed City Deal funded transport interventions on Air Quality in the Cambridge Area

• Where interventions relate to City Access interventions or will not otherwise be assessed - to commission modelling, interpret and report on the likely cumulative impact of interventions.

• Where interventions form part of wider capital transport schemes, that will be subject to planning processes, the post-holder will ensure that the established procedures for assessment of air quality impacts are followed, interpreted and reported appropriately.

• To seek out partners within other sectors, especially health and business, and to develop long terms partnership working to deliver co-ordinated projects that offer value for money that deliver the air quality objectives of the City Council and GCCDP.

• To set up and manage and/or procure relationships with other Council services, Local Authorities, contractors, consultants, central government departments, commercial and voluntary organisations. These can include contractual relationships with the requirement to continuously monitor performance to ensure partnerships continue to deliver benefit to the Council and offer value for money.


• To identify and bid for external funding opportunities to support the City Council’s/City Deal’s air quality related activity that can meet the service objectives. All opportunities must be delivered within the scope of resources available to the team.

• To assist in the development of air quality and low emission strategies and policies that can be delivered alongside local and national policies and to ensure they meet the wider Council and City Deal objectives where possible.

• To draft detailed committee reports and senior management reports for the service as agreed. Reporting requirements may be out of the standard scope of internal City Council reporting; therefore, all reports need to be prepared in a detailed way and in accordance with expertise and professional competencies.

• To attend and present reports to committees, City Deal Board and senior management meetings, as well as attending and representing the service at liaison meetings with other services, agencies or business partners or community groups.

• To design and implement a programme of promoting energy efficiency across all tenures, including events, promotions and activities and to provide a resource for outside organisations to provide information, presentations and attend meetings.

• To prepare the Council and City Deal officers for media requests. This can include preparing media releases as part of a planned programme of work, or providing media interviews.

• To carry out basic budget monitoring and purchasing of goods and services.

• To assist in the investigation and compilation of reports/replies to freedom of information enquiries and formal complaints about the work of the team from the public, MPs and Elected Members.

• To ensure all office paper and computer records including any statutory registers and statutory returns are kept and completed in accordance with statutory or adopted Council or service policy.

• Ensure that accurate service information is maintained on customer and CSC facing material, including the CCC main website and CRM knowledge base including all scripts and FAQs

• Deliver departmental services to the service level standards agreed with other City Council services and functions to ensure that high quality and joined up services are delivered.

• At all times to represent the City Council and City Deal and its policies in a positive and professional manner.

• Carry out any other duties as reasonably required by the City Access Lead Officer/Environmental Quality & Growth Manager/Environmental Health Manager/Head of Service from time to time in accordance with the grading of the post

Education
• Educated to Master’s degree level
• Air Quality related qualifications
